Many of today’s most pressing social challenges persist despite significant investment and numerous programs. The reason is clear: complex problems such as violence, poverty, and social exclusion cannot be solved by any single organization or sector acting alone. Collective Impact offers a structured framework for long-term, cross-sector collaboration. It brings together public, private, philanthropic, and civil society leaders around a shared agenda, aligned action, and continuous learning. Central to this approach is a dedicated “backbone” organization that convenes, aligns, and drives the collective effort. This is Sheatufim’s core expertise.

Leading National Multi-Sector Initiatives

Sheatufim was founded more than two decades ago. What began as large-scale public engagement processes within government has evolved into a national platform specializing in Collective Impact – a method bringing together stakeholders across government, civil society, philanthropy, academia, and business to address complex social challenges that no single sector can tackle alone.

Sheatufim leads four national, cross-sector initiatives designed to achieve measurable systemic change in critical social arenas:

Sheatufim also leads Mekomot, an academy for senior local government officials, in partnership with the Ministry of Interior and Yad Hanadiv Foundation.

Capacity Building and Field Development

Through the Sheatufim Studio, we train and advise social sector leaders in building and managing multi-sector partnerships. By strengthening field-wide capacity, Sheatufim expands the use of Collective Impact tools and practices across Israel’s social ecosystem.

Applied Knowledge and Research

Sheatufim’s Research and Development unit develops applied knowledge that integrates global and local expertise, making practical frameworks, insights, and tools accessible to practitioners and decision-makers across sectors.

Our Achievements

Previous Sheatufim initiatives have facilitated landmark national efforts to which created measurable social change, including:

  • Doubling the number of students completing advanced-level mathematics for end of high school matriculation through the “5×2” education initiative
  • 50% reduction in mortality from hospital-acquired infections through our “Magen Chaim” initiative
  • Protecting more than 50,000 residents and staff in 300+ geriatric institutions during the COVID-19 crisis
