The Earliest Years Are the Highest-Leverage Investment

Decades of research are unequivocal: investment in the earliest years yields the highest social and economic return of any stage of life. Yet early childhood remains one of the most underfunded periods in public policy and philanthropy alike. When systems underinvest during this critical window, gaps emerge early and become far more difficult – and costly – to close. From birth to age 3, the foundations of human potential are formed. Brain development during these brief years is faster and more consequential than at any other stage, shaping lifelong outcomes in learning, health, resilience, and economic participation.

Why Early Childhood in Israel Demands a Systemic Response

In Israel, we have a uniquely urgent early childhood development landscape. High birth rates, early parental return to the workplace, deep socioeconomic disparities, and prolonged high levels of national stress place extraordinary pressure on families during the most sensitive developmental years. Despite this reality, public investment in early childhood is among the lowest in the developed world, with responsibility for services offered fragmented across multiple government systems. The result is uneven quality, limited early childhood services, and widening developmental gaps between children. These challenges have only intensified in the wake of Oct 7th given the ongoing war, related displacement, and associated instability.

A Collective Impact Approach to Lasting Change

The Early Childhood Initiative was established to drive systemic change across all systems shaping early childhood development in Israel. It advances long-term collaboration among key stakeholders, aligning efforts around a shared national goal of increasing the proportion of children age 3 and under having an optimal development. The initiative is led by a cross-sector partnership with four government ministries, leading NGOs, academic and research institutions, philanthropy, and business sector partners, all working together to strengthen coordination, accountability, and impact at scale.

Building the Foundations for Systemic Impact

To advance its mission, the initiative set and adheres to guiding strategic priorities, including elevating public awareness about the critical importance of early childhood development, expanding accessible tools and guidance for parents, and strengthening the role of local authorities as coordinating entities in the field. The initiative also seeks to establish age 3 and under as a distinct policy and knowledge domain in Israel, and to ensure early childhood years are included in national data systems, strategic planning, and public budgets. Together, these priorities position early childhood at the center of a coordinated national investment to facilitate a positive and long-term social impact.
